Business - Unlicensed user support
As an organization admin, I would like the ability to have unlicensed users that can administer and assign licenses, as well as users to exist without a license.
Currently every user must have a license, and there is no way to unassign a license without having to remove the user from the organization.

It’s interesting how many enterprise systems still struggle with the “unlicensed but active user” model, especially when admins just need clean separation between identity and entitlement. Ideally, unlicensed users should still be able to manage access roles without triggering constant upgrade friction or forced licensing loops.
