Proton Sheets: support localization settings

Currently the localization settings to format numbers or dates seems to be locked into the OS locale or hardcoded to English.

This setting should be customizable per Sheet to allow for different formatting of data.

    Honestly, saying I'm surprised this wasn't a basic MVP feature for Proton Sheets is putting it mildly... It makes it borderline unusable for anyone not living in the US.
