Fastest Server Priority Settings — Primary & Fallback Location Configuration

Add a "Fastest Server Priority" setting across all Proton VPN apps (Windows, macOS, Linux, iOS, Android) that lets users pin a Primary and a Fallback country to the Fastest Server connection mode — so speed-optimized connections still respect geographic preference.
Proposed Behavior
When Fastest Server is active, Proton VPN resolves the connection in this order:
A. Primary — Connect to the fastest available server in the user's preferred country (e.g., Philippines).

B. Fallback — If the Primary country is fully unavailable due to maintenance or an outage, automatically switch to the Fallback country (e.g., Singapore) without any manual intervention.

C. Global default — If both are unreachable, Proton VPN falls back to its standard Fastest Server algorithm worldwide.
