We should be able to create passwords offline using the web extension and let them sync later. This has been a problem several times in the last few days managing IT at my business. For example, when I'm setting up a router, or internet is unavailable and managing apps or services locally, I don't want to scribble passwords and notes about security codes on paper and remember to manually enter them all later.
