The problem is that user may never know that they should unlock it in the first place. since NotAllowedError is currently so overloaded it's difficult to understand whether the user experienced a legitimate issue with their browser + OS + authenticator, or simply decided to cancel out, I mean there is no credible way to tell if there is passkey related software that can be used, the work should be on password manager side.
