Free tools are fine when the Excel file has a small contact list. If the file has only names, phone numbers, and email IDs, a free XLS to VCF converter can do the job.
The problem starts when the sheet has many rows or mixed contact fields. Some free tools miss columns or create VCF files that do not import properly on phones or email apps. That is where a paid tool becomes worth it.
