Add Japanese language support to the Windows desktop app

The Proton Drive web version supports Japanese, but the Windows desktop app (v3.0.1) has no language setting and stays in English. Unlike the web version, it can't be translated with a browser either.
As a paying subscriber, I'd love a Japanese option in the desktop app. With privacy awareness growing fast in Japan, proper Japanese support would help Proton reach more users here.
