Account recovery with timelock (relative or absolute)
Allow to decide whether the recovery phrase can be used at any time or only after a certain period (relative or absolute). For example:
- allow to recover the account with the recovery phrase after X months of inactivity;
- allow to recover the account with the recovery phrase after timestamp X.
