Android: allow security keys without google play services
Allow to use security keys as 2FA on Android without google play services instead of showing the error : "FIDO2_API is not available on this device"

This is a must, with proper support on every app, to be able to remove TOTP.

There are open-source apps that support hardware key without play services such as :

The tutorial https://proton.me/support/set-up-fido2-on-mobile doesn't mention that you need google play services for it to work
