I think this should have a very high priority for Proton as the current "Setup" assumes that Proton is a) always present as a company / organization (the move to have the "Proton Foundation" is a good first step to have a little more stability here but still this assumption is very risky) and b) Proton infrastructure is at any time accessible to all Users (this is technically impossible, censorship is on the rise worldwide and I probably don't need to remind Proton of the issues they had in their early days with a massive DDoS-attack).
And even more important:
The guarantee of users' freedom and autonomy must also include the ability to continue to reliably access their own data even if their Proton account has been blocked by Proton.
For these (additional) reasons, I believe that this proposal is of the utmost importance and urgency
