Since my june 4 comment, I've abandoned Ubuntu for bookworm, the much improved raspberry pi OS. While bookworm's UI lacks the elegance of Ubuntu's UI, it makes up for it in stability and fewer bugs. Also, the current proton VPN app for Linux is working great with bookworm and my pi 4.

I prefer the Linux client GUI; however, it doesn't play nice with Ubuntu 23.04 LTS desktop on the Raspberry Pi 4. Proton VPN does work flawlessly with the OS's native OpenVPN and Proton's configuration files, but you lose the GUI's bells and whistles. In fact, some of those bells and whistles (which are command lines in disguise) cause the OS instability and connectivity issues I repeatedly experienced in spite of supposed fixes and workarounds. So I'd welcome a properly functioning Debian-based Linux client on Pi 4 hardware.
